Moving Event Sponsorship Program

Fiscal Year 2027

General Information

Event promoters holding all or a portion of a moving event within the jurisdictional limits of the City of El Paso and classified as a “parade” under §13.36.010 of the El Paso Municipal Code may be eligible for participation in this sponsorship program provided that the event meets all of the following criteria: 

  • Event takes place between September 1 — August 31, of the 2027 Fiscal Year.
  • The event is not part of a religious ceremony 2
  • If the event is a holiday event, it is non-religious in nature
  • The event is not tied to the endorsement of a political group
  • The event allows for city-wide participation, whether as an event spectator or participant
  • The applicant is not a school district, governmental agency, or other independent municipal corporation
  • The event promoter is not a City of El Paso Department or other City entity
  • To be eligible for funding, all events must be held, at least partially, on City of El Paso property, including public rights-of-way and require the provision of City services, such as but not limited to, traffic control, rental of City facilities or event clean-up
  • If your event encroaches onto Streetcar right-of-way all Streetcar requirements must be met
  • The event is programmed and advertised/marketed to the community at large

Community Event 

Community Events are moving events that enhance the quality of life for City of El Paso citizens and promote civic and/or neighborhood pride. To qualify as a community event, the following conditions must be met: 

  • The event has been in existence for a minimum of three years
  • The event promotes civic and/or neighborhood pride and enhances the quality of life and well-being of the City’s residents
  • The event is programmed and advertised/marketed to the community at large

Legacy Events

Legacy Events are moving events that market the City outside of the region and bring visitors to the area, creating a positive economic impact. To qualify as a legacy event, following conditions must be met: 

  • The event has been in existence for minimum of five years
  • The event can prove that it provides a significant positive economic
  • The event is programmed for and marketed to the community at large

New Event

New Events are moving events that have a plan for sustainability that will allow the event to eventually grow in-to a Legacy or Community Event. To qualify as a new event, the following conditions must be met: 

  • The event or a substantially similar event has been in existence for less than three years
  • The event has a plan to for sustainability and growth
  • The event is programmed and advertised/marketed to the community at large

Non-Profit Event

Non-profit Events are moving events that support nonprofit groups producing an event specifically to raise money for a cause that serves City of El Paso residents. To qualify as a non-profit event, the following conditions must be met:

  • The event is organized and conducted by a non-profit entity
  • The event’s proceeds are given directly to organizational programs
  • The event provides a benefit to the general public
  • The event includes participation by the general public, either as spectators or participants, notwithstanding an admission or participation fee

Attach your IRS Form 990 from the previous fiscal year and/or a current Profit and Loss Statement. Provide your most recent IRS 501(c)(3) from the previous fiscal years and /or a current Profit and Loss Statement. (Non-Profit Only)

General Agreements

Please make sure that all required fields are filled in and/or checked. Incomplete applications will be rejected. 

The City of El Paso logo and hyperlink will appear on your website as www.ElPasoTexas.gov/SpecialEvents

The City of El Paso may utilize your event’s logo(s) and photos in our marketing and promotional efforts for the City of El Paso and on behalf of your event.

I am aware that all information contained in this application is part of the City of El Paso’s public record and is available upon request for public review.

The information provided in this application as well as the supporting documents are true and correct.

If your event is to receive City sponsorship and if there is a remaining balance after your awarded amount is dispersed, your organization is required to complete payment within thirty (30) days of receiving the invoice.

Please ensure that your event meets all the requirements. Your sponsorship application and supporting documents will not be considered unless all of the items are uploaded by the final deadline. Applications will not be reviewed until the submission period closes.
